Interacting with Mimi in the Looker Bureau before starting Side Mission EX1: "Shine Bright like a Gemstone"
The Looker Bureau houses a detective agency founded by Looker. In Pokémon X and Y, it is initially empty, but Looker settles in after the player enters the Hall of Fame and upgrades their Mega Ring.
After completing all the Looker Bureau chapters, Looker relinquishes the ownership of the Looker Bureau to Emma, making her his successor as the head of the Bureau. The player can battle Emma in her Expansion Suit (as Essentia) here on Tuesday, Thursday, and Saturday.
In Pokémon Legends: Z-A, Emma now runs Looker Bureau's daily operations. She helps the player in getting behind what is causing the occurrence of Rogue Mega Evolutions, and also unlocks side missions for the player to complete.
The Looker Bureau first appeared in Mega Evolution - Ult. It is the home of Emma, who also housed the orphan Ult there after finding him living alone in the streets. She also let Roy stay at the Bureau during his brief stay in Lumiose City. Similar to the games, she inherited the place from Looker and works there as a detective. In the next episode, Ult left the Looker Bureau to travel with Roy.
The Looker Bureau appeared again in HZ142, where Roy and Ult brought Liko and Dot to meet Emma when the Rising Volt Tacklers came to visit Lumiose City. It was revealed that during the year since Roy and Ult's last visit, Emma had taken in another child as her new assistant, an orphan girl named Navi. An old lady came to the bureau to ask for Emma's help in locating her lost Carbink, with the Rising Volt Tacklers and Navi volunteering to help. In the next episode, Navi left the Looker Bureau to travel with the Rising Volt Tacklers.

The Looker Bureau appeared in a flashback in The Investigation, as Looker recalled how he had taken Emma in to live there and work as his assistant, being a big help for him during his detective work.
